Looks like either a Meowth or Zangoose evo.
Anyway, the dex.
It is thought that this pokemon
moves entirely by shifting its
weight. It gained this skill when
it realized it was stuck in a bottle.
It survives entirely off of sunlight,
not even requiring water to live.

To that question, I think you can't. Because gags are gags, not regular Pokemon, even if they look normal enough.

BTW, I would like to present to you...
