I have thought of the following names for this pokmon:
Clashiita (cloud, claw, clash+akashita)
windjin (wind+djinn)
I thought also of Cloudjin but that name was already taken for a yoshi boss.
Also, I could come up with some dex information if you mention which abilities it has... oh and it seems too hard to make an evolution for it doesnt it? (though Id love to see that) So I suggest giving it a preevolution.

I'm imagining a little chubby cloud with dot eyes set quite far from each other, two miniature Clashiita arms under its body, and a smiling mouth with Clashiita's style of teeth.So any suggestions on how to make its appearanc better before I make a sketch?

Dont forget the long tongue (it could stick out more since its just the pre-evo), and it could be classified as a Cloud cub pokmon.

I think you should go with Puppiita unless someone comes with a better name. For the hieight, maybe 2'04 and 2.5 for the weight maybe.

I tried to come up with a different name for the puppy... How does Juveniita sound (Juvenile + Akashita) - to go with Clashiita?
As for an evolution method; happiness at night is what struck my mind.

I say 12.3 lbs. for Juveniita, and a height of 2'6" would do good! For a dex, well....
