There was that polar bear with shovel-like hands once, though I forgot the name, this move seemed fiting.

Snowball - an Ice-type move often learned in a POKMON's youth. The user pelts a series of small snowballs at the enemy. Like an Ice-type version of Barrage. There is no chance of freezing.

Journey has the Magic-type Badge Mark!

I think it's Floe... anyway, the user drenches the opponent with freezing water. There is a 100% chance of freezing, but it doesn't do any damage. Like Thunderwave.

Culthulhu, you're thinking of Arctoss, Rooty's Normal/Ice-type.
I've thought about a move that simply freezes the opponent...but freezing is a much more serious effect than paralysis or poisoning. I'd say Ice Floe would be a pretty high-level move.

Name; Icy Ground (or Icy Floor, whichever)
Type: Gee, I think that should be rather obvious...
Effect: Accuracy for moves that require physical contact (kicking, grabbing, etc.) or lots of movement (spinning, charging) is lowered. If such an attack misses, the user either falls down (minor damage) or suffers an effect similar to JUMP KICK. Attacks that don't touch the ground, such as FLY, are obviously unaffected.

For 2-5 turns, the battle reaches freezing temperatures. Ice type moves become more accurate.
Grass type Pokemon take 10 damage each turn, Ice types regain 10 HP each turn.

A attack like this does NOT need 100% accuracy. Not only does it render the opponent unable to attack, but it does the same as Toxic. 75% sounds better.
