While the idea is all looking good, there are some issues here:
1) there is another suggestion on the board for a Heracross evo, that being ninjamatt's Heracrown, found here. Is there perhaps some way of combining both ideas into one? I'd rather not approve two evo's, that's kinda overkill.
And if we're going to do that, the name Heracrown is really clever, so I'd like to stick with that name for the evo, along with the evolution method by King's Rock. Perhaps a slight rework of your sketch to incorporate a crown? I remember ninjamatt having problems coming up with a design for his suggestion, so combining the info of both of your suggestions would be nice.

2) Would you (or together with ninjamatt again) be interested in coming up with an evolution for Heracross' counterpart as well - that being Pinsir? If we evolve it with King's Rock too, Pinsire would be a great name.

And your idea for Heracrown's looks sound cool on first sight ^^ Here's an idea: maybe you could change two of the four hands into mallets, instead of making it hold the mallets.

We got to keep the King's Rock as an evolution method, though.

And sure, Shoguncros (under a different name) would work great as a seperate pokmon, and adding a pre-evo is a great idea ^-^ That pokmon could evolve with your Big Horn method.
