For those that don't, this is Dusty, an entree from WAY back in the RBY era. My suggestion can be seen as the re-imagining of this relic from the past.
Here's the basic idea I have. It's a two stage desert hare Pokémon, both 
/
type. Stat and move-wise, they would be geared towards lowering the opponents accuracy, raising their own evasiveness, and physical attacking; with high attack and speed, but pitiful defenses and HP. They're abilities would be Sand Veil and a new one called Dust Guard, which is basically the same as Wellpolished except for the fact that it counts as a use of Sand-Attack instead of Flash (For a DW ability, I can't decide between Sand Rush or Sand Stream).
