Awright then! Now see, the idea I have for this suggestion is that rather than being a generic mind-controlling menace, this thing relies on partnering with another Pokémon to survive.
Imagine, if you will, a scene in Pagan Forest. A lone Wuzzy wombles its way through the underbrush without a care, though a persistent grumbling in its tummy reminds it of how long it's been since it last ate.
High above it, perched precariously on a thin branch, sits a Pokémon with an even more acute sense of when it last ate; it's a Hatrick, too feeble and floppy to fend for itself in this wild wood, and it recognises a similar air about the teddybear-monster that it espied beneath it. With it's last ounce of strength, the Hatrick heaves itself over and plummets to the forest floor, fortuitously landing on the Wuzzy's head.
Stunned by the sudden attack, the Wuzzy makes to flee, but stops in its tracks as it hears oddly reassuring noises, seemingly emanating from within its own head. The notes intone good intentions, a bargain -- no, a partnership between two hungry creatures in a mon-eat-mon world. In exchange for transportation, defense, and food, the Wuzzy will be granted power greater than even its older forms can imagine. The Wuzzy agrees, reluctantly at first, but as the arcane knowledge floods its mind it soon realises how lucky it was indeed, to be set upon, and sat upon, by a Hatrick.


You could also work this into the game mechanics, by virtue of an Ability which I will relate to you now:
Name: Symbiosis
Description: Pokémon with this Ability are, through a (out-of-battle) party screen prompt, capable of being equipped as a hold item to another party Pokémon. Any regular items that the symbiont and its designated host may be holding are sent to the player's bag if this action is selected. While the two Pokémon are united, the host becomes subject to a beneficial and/or detrimental effect, and these effects differ depending on the symbiont's species, though sometimes the host's species is important too (I'm offering an example here, but Hatrick could boost the host's Special Attack and Special Defense by 20% or so). The mechanics of active Pokémon-to-item morphing means that symbiotes are not subject to any form of in-battle item alterations, such as via Knock Off or Thief. If the host is KO'd and there is a spare slot in the party, the symbiont will automatically decouple and become a usable team member again. If however there is no spare slot then the symbiont will be automatically sent to an empty PC slot. This will also occur if the team is full and the player manually selects to unequip the symbiont outside battle. Unified Pokémon cannot be stored in the PC; If the player is at a PC and chooses to store one, the host is stored and the symbiont takes its place in the party. Players thus cannot swap a boxed Pokémon with a unified Pokémon if the party is full, as the symbiont has no place to go in that instance. This Ability cannot be transferred with Skill Swap, copied with Trace or Role Play, or passed on via Entrainment. However it can still be changed via Worry Seed and replaced with Mummy.
In-Game: Allows the Pokémon to parasitize an ally.
