Mage, I'll rephrase, if it doesn't like battling, how could it possibly learn a technique (or its Physical counterpart) with the third highest base power in existence while some very aggressive Pokemon (such as Aggron and Sharpedo) cannot?

Well Aggron and Sharpedo along with many others can learn Hyper Beam. It's just that not all of them can learn them through level up.

Since it's fully evolved it'll be learning hyper beam by TM anyway.

And on the matter of the staff not being visible on the move pages, that has just been fixed by Bonzai, thank you for bringing it to our attention

I really like this guy! I feel like it should have bangs over one of its eyes, but maybe that's just me. Also, a possible justification for Hyper Beam is the whole idea of "timid, but dangerous if pushed", but I definitely think it would be better if it just learned it through TM.
