Unova is right, the relatives lock ONLY applies to Nintendo Pokemon.

As for this suggestion, I think it's viable on its own. Your Dex A isn't all that good since you didn't really give it a reason to fly that high (and you could say the same thing about an enormous number of mons), but I do like Dex B a lot.

Since it's a sword I would recommend upping that attack stat massively, like, add another 70 points to it, especially if you want speed to be 30 (slow as molasses). As a psychic-type, special defense should also be pretty high at around 70, and I think special attack should be reasonably weighty, but not too good as to shadow the physical aspect. I have a vision of Gallade-esque stats, but with most of the speed budget spent in the defenses.

I'm also not all that fond of the name. While it tells us what it is at a glance, it's a tad boring as a result. I think "psyblade" would make a good species name in lieu of "sword" pokemon though.
