1 minor point but bears mentioning, Eurustition has 11 letters. The more pressing issue with your entry was that you gave us a description that barely stood up on its own, having little in the way of behavioural description or other physical accoutrements and directing us to a character that I'm pretty sure none here save you have heard of. (word of advice here is that if you want to create mons that are a shoutout to obscure things you like, you should know it's an immediate turnoff for us in any situation, so if you want to give them a higher chance of existing then don't mention the influence at all when describing your suggestion). Zephyrest compounds the problem by being described as being similar to Eurustition when Eury hasn't been described clearly. Their names are nonindicative with their purported behaviour. They were too humanoid and the wind-type felt as if it was incorporated simply as wind aura + element. Zephyrest in particular got a few of our goats for being described as a "seduction Pokemon". Lest you forget, the Pokemon Franchise is family-friendly, and the modern Pokemon Factory seeks to emulate that image.

Thing is Flarsable, alot of the GCPTR in dex entries is based on subjective experience by the viewer. And besides, none of them are so blatant as to say that the pokemon "exploits him/her for all she is worth". there's also the imbalance in the social dynamic to consider; feminine pokemon having fetishistic bodies or behaving inappropriately falls under the heading of fanservice; having the same thing happen with masculine pokemon is creepy instead. I understand the intention to have zephyrest be the calmest and most laissez-faire of the two, but the way you phrased the dexes made it sound less like a lazy bum and more like an abusive gigolo.

Sovereign, the main issue was that yours had way too many signature moves and abilities that were generally considered overpowered even for legendaries, and having them be south and west winds (i.e, not opposites) gave a false indication of north and east appearing at a later date. There was also the issue of competition against Meloetta, a single legendary that covers both song and dance already.
