wow. um. pob, i think you really need to heed the advice that everyone is giving you, no matter how cranky they are being about it. this guy...is a bit of a wreck. and may i say: the stats are disgusting. disgusting! i mean, arceus has 120s across the board, as each of its base stats. one-two-oh. and yet, this...i mean, how can you possibly justify giving this thing 250 speed? first of all, thats way past poke-lightspeed. i mean, honestly. a pokemon with 250 base speed has already gotten in the first attack before you even see that little exclamation point over a NPC's head. second of all:

IT. IS. A. TURTLE.

and yet you make speed his highest stat, and make it so frickin high that its ridiculous! and how is this thing 400 pounds and only about six feet tall? and how come it only learns four moves, which are all attack moves, of which three are pretty much identical grass attacks with differing power, while the other is the weakest water attack in the game?

i really didn't want to let myself get angry, but...its almost as if you are like an eight year old boy who found this site and decided to submit his superspecialawesometastic idea for a super cool and mega strong pokemon that is better than all the other pokemons in the world!!!!! you clearly know nothing about the strategy and numbers behind pokemon, nor do you understand the required amount of effort that you need to put into a submission. you don't even know how to spell, or write with correct grammar. i do not mean this as an inflammatory insult of any kind. i am just stating an observation, and you seriously need to listen--although at this point i just think you want to troll us.
