Main points for improvement!

1. Stop using paint. It is only good for very detailed pixel art, which is still better in Photoshop anyway. Consider buying, downloading a demo, or pirating Adobe Design Suite, including Photoshop, Flash, and Illustrator. Or, a free but lesser alternative can be used, such as GIMP.

2. Anti-alias. The edges look horrid right now. If you have Windows 7, the paint that comes installed with the system has anti-aliasing features. However, using Adobe Design Suite, especially Illustrator is the best choice.

3. The colors are pretty bad. Why are they blue? Next time, consider matching the coloring with the concept, and use colors that go well together. Blue and red do not often go well, but a Tan-ish color does with a darker red.

4. Use vectors. Your lines, other than being rough on the level of pixels, are jagged and uneven. The feet look like bananas. Not especially appetizing ones, either. Using vectors, adjusting the points of the lines will be easier.

5. If using vectors is too hard for you, consider buying a Wacom pad and using a smooth brush.

6. Examine existing Pokémon. Charizard has a great head shape. Try mimicking it.

7. Use thicker lines.

8. Pose the Pokémon so they look more 3D. Instead of having them look and be walking to the left all the time, make them look at the viewer, or away from the viewer. Don't restrict yourself to the X and Y axes. This may, however, be difficult. If you find that posing on the computer is hard, you may want to draw the Pokémon by hand then scan them onto the computer and trace.

9. Shade. Once you have obtained the correct tools for drawing on the computer, you can use dodge and burn tools, or eventually screen/overlay layers to shade. You can use the smudge tool to make the shading smoother.

Also, try not to make any special effects (ex. Speed lines, electrical sparks) unless you really know how to make them in Photoshop or another program.
