Really.. you should do more research because wingull's line and arcanine's line both do it and why shouldn't evolutions count.

Actually Arcanine is a stone evolution but wingull is a good point.

Right I forgot that about arcanine, but still ponyta and rapidash do the same thing so sorry but it definitely is used often.

Have to agree with Tankesha here, having a stage-exclusive move is a better enticement to keep a mon from evolving than having it learn moves earlier (e.g. Bulbasaur line and Solarbeam) the latter method is hardly a decision since you can just level up the evolved mon until it learns the same move later. Here you are required to make a difficult choice: evolve now for an overall power boost, or refrain from doing so to get a quirky and strong move.

Now this is where I say you should do the research. I didn't say they didn't do it, I said it wasn't common. So far, there's only two examples- Mudkip and Wingull. Out of over 300 families approximately, that's < 2/3% of all Pokemon families. Out of Pokemon total, that's 5 out of over 1,000, which is even less at < .5%.

And besides, it's not like Stalkah and Sinistah are any less negative than Trickah.

A flame war is where people scream at each other with their keyboards, to put it simply. On topic I like these, one reason is they are cats and I like cats.
