A Blanket Bear, based on a bearskin rug, is an excellent idea. That you provided sprites of it is helpful, too.

They probably are Normal-type; I cannot imagine any better type for them.

Sableye, Lvl. 9 (approx.) (male)

Perhaps the evolution could be Normal/Wind, as in its a magical carpet blanket bearskin rug? (boy was that wordy, my apologies)

Does this sound OK? If so, I suppose we could just collaborate on the rest. Also, since this is likely to end up in Gen V, then it should be noted for those who are unaware that the "species name" is now up to at least 13 characters and therefore some of the "species names" above are OK.

@Chimera Virus I don't think that Magursus/Carpelt should have speed boost, it doesn't make sense. Any better ideas?

Fine, but we'd have to take out Wind Absorb. Levitate is really an ability that the Pokemon either has as its only ability, or has something completely different. The only exceptions being Bronzor and Bronzong.

We don't have to follow Nintendo's rules on this matter, 'cause there aren't any. It's not as though a representative of Game Freak or whatever will swoop down and condemn us for our heresy.

Of course an alternative to having levitate is to change the type from Wind to Flying.

I think that Wind absorb wouldn't exactly fit for a flying carpet, as a carpet doesn't involve the wind at all

You're absolutely right Therislash. If I may make a bold change here, I'd say change the abilities to this: Blankub and Snugrizz have Normalize/Cute Charm, and Magursus has Levitate/Cute Charm.

Also, do you have an image of Magursus? if not, would you mind if I had a crack at it?

Well, PF Pokemon have to (at least mostly) fit Game Freak standards to be approved. Such as restrictions on names or having a basis. A member of Game Freak won't swoop down, but a Staff member might.

Again, you're Staff, shouldn't you know this?

Normalize? Although it sounds completely out-of-the-mill for bearskin rugs, it sounds like a good idea, and Skitty shouldn't get all of it. Even if Normalize is the absolute worst ability ever.
