I for one welcome opinions towards my own works as an artist, even if they're not constructive, even if they are negative. Everyone, as far as I know, is entitled to one, and saying it as well. Now, if said opinion is not backed by some rhetoric as to WHY, that's another deal - that's where I just ignore the opinion. I at least try to explain why I don't like things(but I don't really think that is absolutely necessary for everyone, either). But really, shunning away opinions, not matter which way they sway, is not a way forward. Ever. I don't hide negative comments on my deviantArt - people have the right to hate my (sometimes somewhat controversial) art if they want to. Who am I to say otherwise? But said opinions won't stop me from drawing things like I want to.

In this instance, I can see why people either like this suggestion, or don't. Plenty of reasons on both sides, and as always with these things, subjective. As long as we are talking subjective things like pokemon suggestions and not set-in-stone things like how the game mechanics work, opinions, even nonconstructive ones, are important. Yes, they may sting a bit if they don't agree with your suggestion. But they are still opinions, everyone is entitled to them and saying them. It's up to the creator how he or she REACTS to them. If some part of the community do not like a suggestion though, it does raise the question of just what is a good suggestion to begin with(do NOT read: "I don't think this is a good suggestion" - my reasoning and opinion of that is somewhere above). Generally, people don't seem to like evolutions to something that's already considered a fully-evolved pokemon by most. I'm not sure why that is, but it seems that's the way it rolls down here. (Can't say I disagree much though.)

Sure, when opinions turn to downright flaming, ban 'em for all it's worth. But as long as things stay civil, I would think "not liking something" should not be a bannable offence

EDIT: I absolutely encourage people being constructive and why they like or don't like things around here. I just think it should not be a hard-and-fast rule - sometimes you just don't have anything specific, you just either like or don't like it, and want it to be known. Is that so bad?

On topic: the thing is, when we are venturing in the territory of creating evolutions for already existing pokemon, people tend to have opinions. Strong opinions, ones that are not easily swayed. So you kind of poked the hornet's nest with the base idea in that regard.
