If I may give my two cents, I think this Pokémon is a bit uncreative. It seems to me like you took the two least-used types and put them together in a baseless way. It doesn't seem to have any basis other than ice and electricity and a cloud, something which those two things share in common. If I were you, I would choose some kind of animal or mythological creature or saying or anything that creates a sensical and interesting bridge between Ice and Electric. Maybe do something like an iceberg or the Titanic, or a polar bear or arctic fox, but just do something. The cloud-and-lightning-plus-ice thing is kind of a go-to Pokémon idea when you can't think of anything else.

Well, it's also based on the mythical frozen lightning.

It could be a crystal ball with icy vapor around it with electricity bouncing around inside it. Its just a suggestion, but it would seem a lot cooler than just a cloud.

What if you made it a horse like silhouette formed from the cloud with lightning bolts as the legs and and icy horn (like a unicorn) and tail?

You could make a sphere-like body with lightning jutting from it and a cloud around it so you can see a shadow of the electric node-ball and lightning coming from the bottom, but in all honesty, Ice/Elec. deosnt make much sense. Could i recommend Wind/Elec. or Flying/Elec. or Water/Elec.? Those types better fit the "cloud-like" form of the pokemon's body.

@everyone else: Okay, well how about if it was a snowglobe head on top of a body made of lightning-bolt shaped polygons?

Eh, idk sounds kinda sketchy. I think maybe, if you're going in the same direction with the types, then perhaps a few icicles in a star shape which emits lightining bolts and static from each point?
