Well, specifically, how does one get a Wobbuffet to evolve into a Moppnteff?

FAN-SPECULATION AHEAD!

I presume: One goes to a certain person in a certain city, probably one of those Channelers or Crazy Old Ladies (like from the Ecruteak Gym) and they release your Wobbuffet's emotions and it evolves into Moppnteff.

Again, only fan-spec.

Perhaps it has to attain a certain level with maximum or minimum happiness, or level up with a certain move/item and happiness level.

It's a rule that staff avatars aren't obtainable through common means in PFL, not even the ones that evolve from regular pokémon. The item I evolved with, for example, is utterly unique; it was created by an otherworldly force specifically to allow my evolution, and it will not be created again unless I am somehow killed. ShinE, on the other hand, evolved by solving riddles in the Ruins of Alph and unlocking a power that was completely consumed in evolving it into its current form.

Actually, Terrankott isn't related to the Spoink line, but to a couple of pokémon that I suggested a long time ago, and that I still have to re-suggest. For now Terrankott does not evolve from anything, but once I re-introduce its non-legendary relatives its evolution method will be level up while knowing AncientPower.

And then there's you (talking to Antarctros), evolving from Wingull with a level up when holding a NeverMeltIce. <cheery mood>So, how can we make it impossible?</cheerymood> And also Bonzai, which evolves form Charmander when levelled up when holding a Time Crystal.

Maybe it was a SPECIAL Wingull from an island that has since sank... And took all its Wingull with it... So no more Antarctros. EVER. For all of time. Or something. I dunno, ignore me.

Actually, it was a -special- Wingull from the southern seas that decided to explore Antarctica and reach the South Pole in the process. In there, he found the original NeverMeltIce, an item of which the others are mere fragments. The power of the original item, coupled with the extensive training he went through to survive the cold, the long voyage and the happiness of the discovery, is what made that Wingull evolve into me.

Then I went to the Mountains of Madness and proceeded to beat the living daylights out of the Elder Things and their Shoggoths. Yeah. Glasses
