I'm not going to say your opinions are wrong (because I don't have that authority... yet). But I will give you my reasoning for my line-up:

Kuja actually succeeds in destroying all life through the destruction of the Crystal. It's only after Zidane and his fellow peoples kick Necron's (the surprise extra boss at the end of the game) sorry keester back into the Zero World that the Crystal repairs itself and the Iifa Tree dies. And yes, you can sympathize with him... until he decides that since he's going to die, then everyone has to die before he does.

Ultimecia wants to use the Magic called Time Compression to condense every moment in time-- past, present, and future-- into a microsecond, effectively becoming a goddess... Sound familiar? Yes, ladies and gentlemen, it's the "I want to escape my fate so I'll become a God/dess and remake the world to my liking" scheme used by many of Final Fantasy's other villains; even Sephy uses it. The whole reason I pick Ultimecia over Sephy is because I have a thing for evil queens/witches. That, and I really think she deserved more of a backstory than "In my future witches are treated heinously for what I've done so I will go back and destroy the people who did this-- SeeD".

Cloud of Darkness... I really only picked her for her appearance in Dissidia. But she's an awesome villain. I mean, she actually kills your party when you first fight her, and she plans on swallowing both worlds (the World of Light and the World of Darkness) in the Void. And how can you not be afraid of a villainess who whups your but with hentai tentacles! It's nightmare fuel, to be sure.

And as to why Golbez is at the bottom (which I know you were asking-- don't deny it! I'm clairvoyant over the internets), I put him there because I hate hate hate hate hate hate hate hate hate hate hate hate hate hate hate hate hate hate hate hate HATE him as a villain. He absolutely CANNOT make up his freaking mind about doing the evil things a villain does, and THEN he goes and become a good guy so that the face of evil we've been fighting for the past EIGHT HOURS is changed and now we have to fight someone we know nothing about and we don't really care about as long as this whole thing finishes once we beat him... And then it asks "New Game +?"... GRRRAAAAAHHHHHHHHHH!
