HERE IS MY REWORKED SUGGESTION. COMPLETELY NEW
Intro: After deciding to leave my idea of having a Chain Chomp inspired evolution for Girafarig on the cutting room floor I chose to not abandon the idea of converting one of the mushroom kingdom’s most fearsome critters into a Pokémon species. This will be a two staged Pokémon that evolves through the use of an evolutionary stone where both Pokémon are chain chomp inspired.

Name: Chompup (combination of Chomp and Pup) “Chom-pup”
Pokédex Type: SMALLTOOTH Pokémon
Height: 3’ 11”
Weight: 64 lbs
Element Type: Dark/Steel
Description: A puppy chain chomps essentially. Small and cute yet still vicious enough to be considered dangerous. Small body, big eyes, sleek black metal hide, sharp diamond like teeth. I’m a fan of the idea that it’s “chain” of a tail actually being pinned down by a spike. It would give it that “untrained puppy” kind of look, like it can’t be trusted to roam on its own.
Pokedex Data:
Because of its spontaneous and volatile demeanor trainers are wary of its unrestrained ferocity.
Overly energetic and highly curious the young pup often underestimates its raw strength.
Evolution: Chompup + Dusk Stone = Lycaochain
Special Ability: Rock Head, Territorial (New ability that prevents the Pokémon from retreating from battle or to prevent enemy from fleeing)
Moves: Since Chompup is such a bulbous, fanged monster its move set is based around biting enemies and bashing them with its body.

Habitat: Since Chompup is vicious and chained down it would appear in open spaces, like plains or thinly populated forests. It wouldn’t be too common but it wouldn’t be the rarest of encounters. It could also feel at home on mountainsides and in well lit caves.
Stats: I would compare Chompup to Growlithe. Small but still agile and relatively strong. Its metal hide would give it natural defensive capabilities and its teeth would give it sturdy offense. Being a small thing it would have a quickness to it but not anything that would set speed records.

Name: Lycaochain (Combo of Lycaon and Chain) “Lie-KO-chain”
Pokédex Type: UNLEASHED Pokémon

Element Type: Dark/Steel
Description: The largest, most dangerous Chain Chomp to ever battle an Italian plumber. Similar in shape to Chompup just exponentially larger. Sleek black metal armor, large sharp fangs, large angry empty eyes. Its “chain” tail is still there but it is no longer staked into the ground. In fact it looks as if it has been ripped from the earth by the beast’s overbearing power.
Pokedex Data:
Despite its ferocious and aggressive nature LYCAOCHAIN is very protective of those it trusts.
After growing strong enough to break free from its chains it travels great distances to experience freedom.
Evolution: Chompup + Dusk Stone = Lycaochain
Special Ability: Intimidate, Rock Head
Moves: Since Chompup is such a bulbous, fanged monster its move set is based around biting enemies and bashing them with its body.

Habitat: Since the beast is no longer restricted to living within its chain’s reach Lycaochain roams through open fields, thick forests, mountain sides, and the deepest caves. But because they constantly are moving through their territory they are not easy to find without tracking them extensively.
Stats: I would compare Lycaochain to Rhydon except much fleeter on foot. It’s a large, overbearing powerhouse with impenetrable skin and razor sharp mandibles. Being a physical Pokémon its Special stats aren’t immaculate nor should they be. Its Speed is impressive but once again nothing Olympic class.
