Just a thought about the Wind attack Hurricane, since it doesn't affect Digging Pokemon, shouldn't the same go for Diving Pokemon?

Wouldn't a real Hurricane cause huge, dangerous waves to form in bodies of water like a sea or an ocean? I'm pretty sure it would, so I think it should damage diving ones.

I'm pretty sure digging Pokemon are safe because they're underground and things like high speed winds, falling trees/debree, etcetera can't affect them.

That's why you hide in your basement or any other underground area if you're taking shelter from a tornado because it can't get you there.

Actually, anything underwater is unaffected by waves.

True in real life, perhaps, but try telling that to a pokémon getting hit with Surf while in the middle of Dive. In the Nintendo games, it'll hit and deal double damage. Hurricane striking pokémon using Dive could be seen as keeping consistency with the established rules of the game setting.
