Aside from the name, you say that this Pokémon has a "true form", but then you don't say anything about it. You're obviously going to have to explain and describe it (and also give a reason for this Pokémon to have multiple forms). Furthermore, you need to assign levels to its movelist (the levels at which it learns these moves), and make it longer.

Oh, I see; so what you meant was that its true form is just its normal form, and it can use Transform to shape-shift. Alright.

That movelist is still severely lacking, though. For comparison, Spiritomb, a Pokémon comparable in typing and appearance to this guy (and also a standalone) learns eight moves by level-up and has five moves as default or via Move Re-learner.

Non-legendary Pokémon usually do not learn moves at higher levels than the early sixties. You might want to cut back on that.

Nonetheless, there's something that worries me more. We... already have a lot of Pokémon that basically consist of dark or black blobs with eyes. I'm down with this Pokémon's concept of not wanting to reveal its true appearance, but I think you could spice it up with some more features. For example, what if it can manipulate the smoke to make shapes out of it, kind of like how the recently-revealed sarcophagus Pokémon Desukan seems to make hands out of the ghostly fumes seeping out of its body? Or, what if some parts of its body--spikes, appendages, a tail, whatever--stick out and are visible over the smoke? I think this gives it more character and adds to the mystery. Instead of having people think "Oh well, I guess I'll never know what's under there", they'll think "Wow, I can see part of it, but I really wanna know what it looks like in full!" You know? It certainly makes for a more interesting Pokémon.
