I'm not sure this idea is workable at all. I don't think long-running lines like Pidgey are supposed to have evos suggested at all, and this idea doesn't seem to have anything in common with Pidgey whatsoever.

The Pokemon has Rubber Skin, similar to Rubbravraz, which is a Water/Flying type with a resistance to Electricity, as if it were a ground-type.
