Another list of solutions:
1) Make it Wind-Ground because roadrunners can't fly but they are fast
2)The pic does not have to be your avatar, you can just upload it by clicking Images on top of the page, then new folder, then upload, then go to the add reply button on the bottom left of this page, then then the button that looks like a mountain that lets you upload images, then you are done.
3)Below your avatar in your post is the Edit Button which allows you to edit your earlier post so you don't double-post. Its a pet peeve of the staff (and most other people)
4)Along with your picture, you also need to have a detailed description of the pokemon
5)the name, tachal, needs to be a combination of other words or a variation. I don't know where you got the -al at the end
6) The ability Reform makes no sense at all. Outrun makes more sense or just a high speed stat
7)It needs to learn moves that match it's types, not magic moves, and more moves than it already knows.

Besides my criticism, it's a good suggestion with a lot of potential, but it also needs to be revised.
