Okay, the arguments are as follows (I'm a bit biased but in both directions sortof. Wierd huh? But more towards Tesray being the attacker. Keep that in mind when reading my summaries.) (pictures by alexfantastico)
Argument 1: Tescilator has higher attack, Tesray has higher special attack.
Tescillator, being ground, should be a physical attacker who uses earthquake and beats everybody up.

I mean look at that thing, its a physical beast. It has those gloves to pound the ground and make earthquakes with its high attack.
Tesray, being light and electric, should be a special attacker who uses all sorts of beams and everything.

That is a pretty dainty looking giraffe that looks like it would be a much better special attacker.
Merits of this argument are fitting with tradition and making things easier as far as move lists go. Against this argument is the fact that the death ray hurls small chunks of metal (which is physical) and the earthquake machine is not two giant gloves used to pound against the ground but a box the size of a rubix cube that gives off a special frequency of waves that causes earthquakes (which is special).
Argument 2: Tescillator has higher special attack, Tesray has higher attack.
This would be against convention, and based on the designs pictured above would be really stupid. Since FoW isn't going to post any revised designs anymore (to my knowledge) I'll probably have to work on them. Pretty much Tesray would be muscular and buff with a giant cannon/beam of death on it. I'm talking almost as big as its body. Tescillator would be dainty and thin and have a little box, probably bigger than a rubix cube but not by much, attached to its back or somewhere.
Merits of this argument are staying true to what Tesla's machines were like, and breaking convention (if you like that kind of thing). Problems are that they would probably have to be given a lot of new moves to fit with the unusual stats, and because of that they would be bad in competitive battling (although as VL pointed out not every nintendo pokemon is a good competitive battler). It would also break convention (if you don't like that kind of thing). I could be confusing because with so many changes being based on the (as far as the PF archives go) invisible stats it would look even more random to somebody browsing through the archives.

So yeah, I'm actually not really sold for one direction or the other (I'll be honest and say that if everybody likes the Tesray SA one off the bat then I don't have to do any drawings, and the lazyness within me compels me to sit in front of the TV doing nothing).
