I think it would depend on how simple or complex the Pokemon is, and I'm pretty sure real-life stuff affects their work, too.

But, then again, I'm not a spriter for PF so I might be wrong.

It usually don't take long at all to turn a finished sprite into a complete dex entry. The question is how long it takes to start with a text description or suggestor's drawing, produce a workable concept art, and then translate that into a finished sprite. Sometimes that's easy as well; sometimes it's anything but. Different species offer different challenges.
