Starmie's jewel can reflect light and bounce it off and Armaldo's armor-like body can do the same.

Since it is a steel burst, Armaldo can shoot steel. So what? Nothing else in pokemon is stranger.

Not all that learns flash cannon from TM is metallic or is related to metallic pokemon.

Some notable examples:

While true, it is equally true that not all cannon-like pokémon learn Flash Cannon. If Magmortar cannot learn it, I see no reason why Mosstrous should be able to. It just cannot produce such an attack with its rotting branches.
