In the main GSC archives, there is a baby form of LAPRAS(PRAS). However, in the GSC Special Edition Archives, there is another baby form of LAPRAS, namely JELPRAS. Being a Special Edition Pokemon, does JELPRAS count?

Yes, Special Editions aren't counted as official PF Pokemon, hence the name.

Well, what if they do?
For example, what if one day the staff decided to imitate Nintendo again and release a Special Edition? How will that work out?

We've had this discussion before. The only 'canon' SEs are Gork and Exodus (unobtainable), Niklus (I think), and Pegazues (is that spelling on purpose?), Burnard, Crystalix, or Snowlax might be given away in events. The Castform suits and Unown are obtainable as well, I think. (I believe ShinE said something about Burnard having an unsatisfactory pre-evolution?)

I dunno about Burnard , that one could work as a plain ol´suggestion, can´t it?
What I like about Pras is that it could be a standalone pokémon easily if Nintendo ever released a Lapras pre-evo.

It's like this:

Currently, the Special Editions that are considered canon are:
- Gork and Exodus (unobtainable)
- Niklus
- Pegazues (that spelling is on purpose)
- Burnard
- the Castform suits (which will all be updated on the National Dex page sooner or later)
- the 12 new Unown

Crystallix and Snowlax might be event pokémon one day.

Other SEs are currently not considered 'canon', so Jelpras indeed does not count.

Also: good point about Pras, Jigglyclops. All it might need is a new name in such a situation ^-^

Would Rock/Paper/Scissors and Normgon be counted as canon as well, even if they're useless? They are obtainable.
