Description: It looks kind of like a human baby, except it is the colour of ice. it wears a solid cloak of ice at all times.Its eyes glow red and it has fangs.

Pokedex Data: It cannot walk, so instead it crawls. Its ice cloak is as hard as diamonds.

Evolves: Level 40 into Freeziant

Special Ability: Clear Body

Pokémon Factory Worker

The pokedex dax is too shot, since you need two lines of 85 of 100 characters each. The lines should also not continue off one another, but be able to be understood separately. You're basically making two different dex entries, since Diamond and Pearl had the dex entries be just one screen each.

Also, it's a more unofficial rule, but we greatly discourage pokemon that resemble humans too much. Just being a differert color isn't really enough of a change; for example, the Machop line is humanoid but the face is clearly not human (eyes and mouth too big, no nose) aside from the ridges on their head and other differences. Try to come up with some details that differentiate it from a human.

Freezaby

Description: It has no nose, just nostrils on the top of its head. It has fangs that poke out of its mouth and come halfway down its chin. Its eyes glow red. It has clawed hands and feet. It is humanoid.

Pokedex data: Its eyes glow red as it is constantly using infra red vision to seek out its unfortunate prey.
Because it cannot walk, it must be able to crawl fast to escape from larger predators such as SNOWL.

Freeziant

Description: It wears a cybersuit. This covers up its eyes. It has extremely thick wires connecting its forearms to his hindarms, as he just wears sort of cyber greaves on his forearms, so you can see his elbows. the same goes for his legs. Its fangs glow red.

Pokedex data: It can crush absolutely anything, even boulders and other POKeMON, with a swing of its fist.
Although it is on of the most aggressive POKeMON, it refuses to attack WINDIGORE or WINDIGORE.

Why does it need a CyberSuit? If you insist. I would make it more like an Ice-Mountain, if you ask me.

For the second Freeziant pokedex, you say "it refuses to attack WINDIGORE or WINDIGORE" did you mean to say Windigore twice? Also, I don't understand why Freeziant needs a cybersuit, and if it does, why it isn't steel type. It seems similar to Machamp, who seals its power with its belt (I'm pretty sure) so maybe you could give Freeziant something more unobtrusive, like the belt, if you don't want to give it the cybersuit. And I think that the PF staff decide what TMs and HMs it learns. Also, not any criticism of you, but I think if every good ice type that has been suggested is accepted it will be one of the most common types.

Lastly, I want to say that these are some very interesting ideas and I am looking forward to seeing the final result!

Freezaby and Freeziant are not very good names. That's like calling Pikachu Electricouse or Alakazam Psychicerson or Cacturne Darkgrassactus. It just doesn't work at all. I understand it was your first suggestion, not many people liked my first suggestion, but still, names have to be good.

Maybe a more simple solution would be a scarf, somewhat matching the unobtrusive belt concept of Machamp but pertaining to the arctic nature of these ideas. I also believe that the names need to be edited to something more... for lack of a better word, creative, no offense intended.
