(I must be good at making descriptions to see that no alteration was needed to those I provided.) Being (somewhat) a counterpart to Bellossom, perhaps a Sun Stone?

I pronounce it as HAY - STREE - BELL too.

As for its evolution method, since it's a snake, and looking at its tail, it is very root-like. Maybe it could evolve when levelling up while holding the Big Root? The item's effect is fitting as well, since it boosts the power of HP-stealing moves - which probably fits flycatcher pokémon.

If it works with Razor Fang, then, yes. Evolving by Big Root could be done also, although making it evolve by Sun Stone would make it more of a counterpart to the Oddish line.

Yes, if we're going for a counter-part feel to this suggestion, then the Weepinbell should evolve using a Sun Stone.

I agree that if it evolves by a Sun Stone, it should have more of a focus on the sun (or rather, a plant's connection with the son), and shouldn't be Poison type. If we want it to be part Poison-type, we shoudl find another evolution method.

To be honest, I fail to see this pokémon's connection to the sun. There's nothing in its concept that is 'sunny' in my opinion. Being snake-like and its flycatcher concept hints to me at being Poison-type. That is why I suggested the Big Root item, since I don't think the Sun Stone is very fitting here.
That's all just my opinion, though, so feel free to disagree.

The problem here is all of the existing final forms for those two lines evolve by using a stone, and doing it with something else would kind of ruin the pattern.
