Sorry for another extremely large post, but here are changes that I think may balance them. Hopefully I didn't go sarcastic on one, but i'm not gonna go back and check at the moment.

BERRY DRINK
If you change the boost to 100 HP, that will be fine.

COCOON
Everything elementalpenguin said.

IRRITANTBITE
It would be fine if you made it deal 50 damage instead.

SKITTER
Take away the damage and there you go. Doesn't really make sense to do damage anyway.

SLUG SLIME
The real problem with this attack is that it lowers two stats 80% of the time, which would be very overpowered. I think this might work though.

I could understand this move IF you changed the accuracy to 50% or less.

CACKLE
I could understand a 60% accuracy move that guaranteed flinch. Or a 50% accuracy move that dealt 20 damage for a 80% chance of flinch.

FATIGUE
...The only real way to balance this would be to give it only 2 or 3 PP.

FIENDISHPLOT
Assuming this acts as a form of Beat Up, then the damage should become 30.

HISS
Balanced.

Perhaps changing it to this?

Either remove the Flinch chance or remove the switching block.

DRAGONSPIRIT
Lower damage to, say, 40. Or lower Flinch chance to 40%.

This is the only way I can think of balancing this:

SHOCK THERAPY
Acupressure raises one stat two levels, and cannot remove damage or status. I don't really know what to do about this move, perhaps make it 50-50 chance of either?

SUPERCONDUCT
User Special Attack, Special Defense raised two levels HERES the source of your problems. Make it raise a random one two levels and you're fine.

ADRENALINE
As ZeldaFan said, defense lower.

AURA JAB
30 damage is the most I could take with this.

BODY BOOST
Change it to
"User gets two of the following stats raised one level: Attack, Defense, Speedl; PSN, BRN, PAR prevented for 3 turns"

Take what I said about Aura Jab and remove the Speed lowering effect.

GUARD SLIP
Change it to enemy takes 1.35%? Maybe 1.25%? Doubled is a LOT.

CRIMSON DAZE
I can think of a very simple way to balance this. Make it a Fire Type Confusion. If you must keep the 100% chance of confusion, lower the accuracy to 75 percent.

DYING EMBERS
Unless it locks you into only using that move, it's Op'd.

LAVA BOMB
I could deal with it if it had no chance of flinching.

AERO-ESCAPE
Make it last 2-3 turns and you have at least a little balance.

TAIL SPREAD
Remove the Attack boost, or remove the Accuracy drop.

ILLUSION
Try this:

"User Evasion lowered two levels per turn over following three turns."

MACABREDANCE
Either raise one stat and add confuse, or make it a Ghost Type Dragon Dance.

PHANTOM MOAN
Make Accuracy 50%.

POSSESS
Needs less Power Points.

RESURRECT
Lower the priority or give it one PP.

NECTAR BOMB
Hmm. Decrease the chance of lowering both stats to 30% with only one stage drops and it's fine.

TREE SMASH
Perhaps make it decrease the opponent's speed over time? As in, lower it one level for three turns?

WILD GROWTH
Oh, make it have a 50% chance of raising everything and the PP will balance it out.

DUST CLOUD
Accuracy = 40%. Or make the attack lower their accuracy 1 and raise your evasion 1.

STICKY MUD
Leave it as a standard trapping move.

TREMOR
Locking the player into one move would make this under powered... Perhaps you could handle it like this:
First Hit hits 80% of the time
Second Hit hits 60% of the time
Third Hit hits 40% of the time
Fourth Hit hits 20% of the time
Fifth Hit hits 10% of the time

ABSOLUTEZERO
Give this 40% or 45% accuracy please.

DANCINGLIGHT
Enemy accuracy lowered 1 level makes it a completely fair move(maybe underpowered). Perhaps increasing the chance of confusion to 50% would balance that out.

ETHEREAL RAY
I could stand this with only one stat lower, or without the confusion.

LUSTER FLASH
Either lower the power or remove one of the side effects.

CUPID ARROW
Give it a 15% chance of causing attract.

MAGIC CIRCLE
Make the enemy's attacking moves do nothing, not hit the pokemon it was used on.

MOTE SIPHON
Actually could be balanced. If you wanted to make it more fair, make it heal by 75%

PRESENTATION
Just make it a 50-50 chance of either happening on the first turn. Or make it a special Fake Out.

QUICK SPELL
Just remove the confusion chance.

SENTRY
I think taking away 1/4 of the users HP would balance this.

TWOSELF
No matter how this is handled, it's gonna crush the opponent.

LAUGHING GAS
Accuracy = 50%

POISON WEB
Accuracy = 20 less than whatever Spider Web's accuracy is

DISTORT
Make this "Enemy has a 65% chance of not being able to attack for 2-3 turns"

CALCIFY
-2 speed doesn't really equal +2 in both defenses. How about +2 in one defense, and +1 in the other(which one is a 50% chance)?

GAEA FORCE
Power range from 40-120 is perfectly fine.

CAGE DROP
Make it either a standard trapping move or only a stat lowering move.

CAPSIZE
45% chance of enemy confuse.

SPINDRIFT

Accuracy = 80%? Perhaps 90%?

"Tempest: good thing nobody learns it."
Doesn't make the move any less powerful.

"Targeting: less accurate than Lock-On, which is pretty important given how you're using this move."
80% ain't exactly uncommon, especially on a trapping move with as much accuracy as Mean Look.

"Cocoon: kind of like a reverse Rest or Skull Bash to me. Probably learned at really high levels, because as far as I know no pokemon can learn it yet."
Recover is a useful move at level 100, Cocoon would be just as Op'd at level 100 as any other. Rest has Sleep Talk to balance it, Skull Bash deals a set amount of damage. Cocoon on the other hand has only a charging turn, which isn't really that bad.
