Hmm.. maybe since we're apparently in Bombur, the horse trio would work? Thundash, Flamash, Aquash?

Seeing the new rules, the above is breaking the rules and the regis are perfect.

Although seeing the Admin's personalities, the pixies work too.

But Shadow Lugia was under Greevil's control. Not captured in a ball, but under her (it's a she, right?) control.

Greevil is a guy. And you're right, but it was also transformed into a mindless fighting machine. No doubt they programmed it to take orders from Cipher peoples...

Oh, yeah! So THAT was his name. Greevil. Thanks for letting me remember that.

And I'm trying as hard as I can to give as much info as possible without giving any spoilers whatsoever. All I can say that there is a sacrifice involved.

That new 'No PF Legends' rule in the Fan RPGs makes me want to take my anger out on someone. It ruins my whole RPG. GAAAH.

Maybe the three Souless Admins could have the Regi's, Vincent could have Regigigas (first time) and then the final time you fight him, Vincent could have any of the following:

Heatran
Deoxys
Darkrai
Entei/Raikou/Suicune
Articuno/Zapdos/Moltres
Mewtwo

Those were the only non-cutesy, non-deity legendaries I could find...

I vote Darkrai! It's the seocnd most evil Legendary out there, right after Exodus. Also, it will be Iroge instead of Vincent that final time, because after Vincent's first defeat, Iroge betrays his trust and uses Darkrai for his own evil deeds (which will be transforming all Pokemon and people on the planet into his robotic slaves).

And remember, you can have more than one Shadow Pokemon per trainer. Iroge's final fight could have Shadow Darkrai, maybe a Shadow Trio, Shadow Aggron, and Shadow Skarmory?

When I say "final fight" I mean the final fight. Like Shadow Lugia (but this time, it's afterwards than before the boss.) Darkriai is just under command of Iroge.

Ever played Explorers of Time/Darkness/Sky? He tries to STOP TIME AND SPACE BY MANIPULATING LEGENDARIES. The world's paralysis? All him. Manipulating Dialga.

As for the Staff, you should clear that with Squirrelay. I'd personally say they count as legendaries.
