i think that psychic should be at a higher level and that you should change confusion to a non-damaging

I think it is WAY too large, I suggest it being about 5'6'' maybe? Also, I believe you can come up with a more clever name than Psychowl. Might I suggest Owledge (OWL + knowlEDGE)?

On another note, this sounds like an incredibly interesting concept and might be find all on its own IMO

My pleasure, but I have a question: why do its horns have to be "brimming with dark energy"? I do not think it should have Mold Breaker as an ability, maybe Pressure instead like the other Reaper Cloth evolution: Dusknoir

Hmm...well, I kind of like Mold Breaker, and I'd like more than three Pokemon to have it...actually, Levitate seems like it makes more sense, I'll change it. As for the pokedex entry, it has Dark-type moves, so it has dark energy. I'll change it, though.

Why would you give it Levitate? It's already Flying type. Also, ""Store shots of dark energy" is a bit awkward phrasing IMHO. I also personally dislike when a dex talks about a pokemon's evolution or what stage it's in. And Mold Breaker definitely made no sense - it comes from the pokemon blindly charging into battle. I also find it odd there's not a single PF move in the movelist... I'll suggest some later. I personally dislike the name Owledge because it doesn't make me think of knowledge when I say it out loud. Also, why is it cracked now? It seems a bit odd...
However, the concept is good - Noctowl is great with an evolution. As has been previously stated though, I think we're gonna need to make Swellow and Fearow evos now...

Levitate makes no bloody sense at all on a FLYING pokemon, if you stop to think about it.

Also, the dexes should be about double the length they are now.

I'm pretty sure Psycho Boost is certain legendary's "signature move" as well.

Not sure if Reaper Cloth really makes a lot of sense, but I guess it's good as any. Not like it really could be level, trade or some other easy evolution, for reasons stated below.

Other than those, I'm just slightly confused as to why a Noctowl evolution, or rather - does it really need one? Hoothoot is, after all one of those pokemon you catch early so it would take some consideration for it to grow too powerful too easily. Granted, if reaper Cloth is not that easy to get in Bombur, we don't have that problem, hehe. Or if this bird were merely an alternative form rather than superior to Noctowl.

Just my two cents at this point in time.

What about Own Tempo as this one's ability? It makes more sense to me than Levitate, which accomplishes nothing here. And like I said in my first response here: I still think the bird is far too big (meaning not just tall but weight as well), thank you foxofwar for noticing the same problem I did.

Hate to rain on your parade, but I'm afraid that Noctowl/Fearow/Swellow evos have already been turned down:

There are many kinds of owls. Does this really have to be a Noctowl evo? Giving it a relative and making it a Psychic/Flying-type line of its own makes it more unique and probably better.

Well, first of all, we should consider the different kinds of owls. We know that the Long-horned Owl has already benn cliamed, but what about owkls that nest in the ground like the Barn Owl?

I would think they would be more likely to be Ground/Flying then, but maybe that's just me.
