I based them on the Eeveelutions who learn their highest move at 78. And I'm pretty sure all legendaries learn a move @ 99 for what it's worth

Can be changed though if 78 is "too high" ;P

Upon evolution its wings became physical and grew big enough to carry the huge pony.(85)
Despite similarities, it is not related to Ponyta, and is actually known to attack it on sight.(96)

Crysagus:
Despite its ability to control wind, it is not capable of flight and is actually scared of heights.(100)
Even though it is scare of heights, it still climbs up to mountains after food.(80)

Heights, Weights:
Confliquus: 4'5" -  712 lbs
Flareasus: 4'9" - 755 lbs(wings not included in height)
Crysagus: 4'77" - 721 lbs (ditto)

Ouch, fair point - can see I was too tired when writing these. Remnant of evolution as in the species evolving, but let's revise it:

The small wings on its back, while functional, are not capable of lifting the creature up much.(96)

And Flareasus' first dex:

Upon evolution its wings became actually connected to its shoulders and big enough to allow flight.(100)

No offense taken - I know I'm horribly bad at being creative with limited space like the pokedexes. Any help with them is greatly appreciated.

Confliquus:
