Description: Take the provided picture and a mental(/googled) image of Welsh Corgi - for starters. After that, we can say it is a small, territorial and fierce little fighter, and this should be visible on it's posture/pose. Two bushy tails, one of which is always curled up, and the other is slacked downwards. Has a similar tuft of long hair curled on it's forehead. Long-haired "sharp" ears, and relatively sleek, long fur, with black/light brown/white colorings(just like the average Welsh Corgi). Dark brown/reddish brown sharp eyes. Has a short-legged, slightly "round" body; not overly fat, but not cat-thin either. One paw is always black, this is due to it being the "grounded paw" for it's evolved form, BORDTWAIL.
Basically, if I'm allowed to use a horrid stereotyping here: think about what happens when you cross a rabid, angry and starved Doberman with a timid, long-furred Chihuahua; a small dog with a horribly bad Napoleon-complex.
Pokédex Data: One tail is up while the other is down; they seem to switch places, but no one sees it happen.

Stats: a fast little bugger that is surprisingly sturdy Special-wise for an unevolved pokemon; has virtually no offensive stats; Attack is low even for an unevolved pokemon; pretty similar to Pachirisu, statwise.

Name: BORDTWAIL (BORDer collie, TWo tAILs)

Description: Again, take a glance at the drawing and have an image of a border collie in your head. Taller and leaner than Welstwail, Bordtwail has fur that's almost down to it's feet; it's tails are longer and slightly poofier than it's unevolved counterpart's. Ears are larger and the eartufts are much more spread out; fur markings are less of a "spots" and more towards almost-clear "stripes", especially the ones on it's cheeks. It's left frontpaw is always pitch-black, this is due to it being the adapted "grounded paw" for it, with which it can resist electricity better. Much calmer in nature, Bordtwail certainly is NOT a spitting image of a anything speedy - in fact, it is SLOWER than it's first form!
Pokédex Data: BORDTWAIL has an affinity for static and electricity despite not being an ELECTRIC type.

A calm and collected POKEMON that never starts fights. Usually loyal to a fault to it's owner.
Evolution: Evolves from WELSTWAIL at level 37
Special Ability: GROUNDED PAW: "Electricity's power is halved both ways; powers up if hit by it."
This pokemon uses it's specially evolved fur coat and front paw to halve the power of incoming electricity, at the cost of it's own ability to utilize it well(both incoming and outgoing electric damage is halved);however, if hit by an electric attack, triples the power of electric moves (until switched out). (*Since it's tripled from first being halved, the boost is then equal to gaining STAB + 50% boost akin to Flash Fire activation, AKA double of what it would be without this ability at all.)

Rarer find than it's unevolved form, but not much; think Ponyta/Rapidash, Koffing/Weezing or Grimer/Muk in the Cinnabar Mansion.
Stats: a "think first, attack only if needed" sort of calm individual, stats reflect this: very high ability to absorb special attacks and deal off punishment specially; low speed, average defense and virtually nonexistant attack. Think slower, but sturdier compared to Grumpig.

Other thoughts about this line by yours truly(as if this post wasn't long enough already!):
It started with the idea that I wanted to create a line based on the long-furred dogs(I love them to death and so wished I could afford to keep one). Then it became apparent that a Normal-type was in order. Then, when I was sketching the idea of these(I start my ideas always by drawing them), I realized I wanted to dabble in similarities with types that think they are a type they actually are not, and how it fits Normal. Like how Ninetales likes to think it's a Magic or Ghost type at times, how Golduck tends to pretend it's a Fighting- or Psychic type, how Noctowl has an affinity with a lot of Psychic thingamagics, how Venomoth's third type(would such a thing exist) would be Psychic, or how the Slakoth line half-pretends it's actually a Fighting-type.
Thus, the idea of a Normal-type dog with long fur having an affinity for Electricity(also via being able to ground itself because of a freak accident somewhere in evolution) was born.
The idea of them being so polar opposites of each other in characteristic came rather naturally the more I thought about it; that the young and unevolved form would be relatively speedy, agressive and hyper with no real ability to actually harm much anything; that the older dog would be wise, calm and collected. This shows in their learned moves; Welstwail learns moves that are powerful and defensively useless; Bordtwail steers towards being defensive and attacking is really it's last option if cornered. They reflect each other inperfectly just like I think different forms of same evolution line should be; take them too far and they don't feel the same line - have them too near and you wonder what is the point of it having multiple forms at all? I think I managed to find the right point on that axel pretty well.
