I don't think a light form the blowhole justifies light type, especially if this has no evos.. Also, it needs more moves and a longer dex, like the post in your other topic.

Maybey to justify the type it should aid boats in to the harbour using its light to guide the way or something to that affect, givimg it a more helping nature
