Direct quote from the Bulbapedia page on Pseudo-legendaries. I don't think Rotom is part of a three stage evolution line (specifically, the final form) or has a base stat total of 600. While I don't see the reason they have to have two types or be part of a three part evolution, the base stat total of 600 is very important. that's what makes them so strong. Rotom has a base stat total of 440. I'm not going to go any farther than this to avoid a flame.

but yeah, that's a Zergoose. I wonder why they didn't create a Novelty Seviper to rival it?
