Lugia, Articuno, Palkia, Shaymin, Raikou, Sucuine and Groudon.
But if they had to be in order:
Lugia and Shaymin

Is rotom a legendary? I don't think so. I think he's one of those pokemon tou can only get one of.

EDIT: Yeah, he's not a legendary, I checked.

As a general any Pokemon that can breed is not a legendary pokemon. Manaphy doesn't really count as you only get Phione as a result from breeding with only Ditto.

It can't be. No legendary can be found as a regular enemy in the Battle Frontier. I beat one in the Battle Factory, and it was not the Frontier Brain's. It wasn't even close. Like the fourth or fifth or something in the first round.

Groudon, Deoxys, Rayquaza, Palkia, Zapdos, Latios.

Hmm... Lugia, Suicune, Articuno, Shaymin, Celebi, Latios. All the 4th gen legends sorta suck except for Shaymin in terms of concept, IMHO. Too complex.

Rotom isn't strong enough to be a pseudo-legendary but think what you will.

I'm not talking about strength, but in ability, uniqueness, and rarity. There is only 1 in the game, has a unique power to shape-shift outside of battle, and has the same battle music.
