Probably an exoskeleton, or part of it is fossilized.

Let's not forget that Relicanth is also part Water-type. If you look at it from a mystical elemental viewpoint, this would mean that Relicanth's nature has managed to reconcile the two elements in harmony, for which its body isn't being ripped apart as is the case with the Fire/Ice-type we have somewhere in the R/S archives. I forget its name.

From a more pseudo-scientific perspective, it could be that Rock-type Pokémon are for the most part not actually made of rock, but an organic material very similar to it. On the other hand, Relicanth would be covered with real rock which comes from a slow living-fossilization process, seeing as it's so old. This would also explain why normal rocks that aren't Pokémon don't disintegrate when coming into contact with water in the Pokémon world.

Noticing how all the fossil Pokemon are part Rock, but the only ones who actually have rock on them is Omanyte and Omastar, for the most part.

One could argue that Kabuto and Kabutops' shells are made of rock as well, as are Anorith and Armaldo's, and possibly Aerodactyl's body. Lilleep and Cradily's bodies also seem pretty solid. However, other people think that the Rock typing is more symbolic than literal in fossil Pokémon, representing perhaps that their revival from fossils is not perfect and some of the "ancientness" stayed within them.

Well if i know my zooglogy then i know that a turtle can't live on land. It doesn't have the breathing structure to breath outside of the water. As for tortoises they can't live in water due to they dont have gills. So if Blastoise a Turtle or a tortoise??? another of pokemon's mysteries...

Oh yeh i remember watching the pokemon anime when some guy had a seaking and he was battlin ash, and he chucked the seaking into a puddle.
