There are some gigaintic bugs that i like. They fly in anime, and I believe they can lift people. Why are bug pokemon not able to learn HM Fly?

They can't. bugs don't have that much muscule. Did you know there are only 6 Flying types who's other type is not Bug (4 if you count Gligar and Gliscor as Wind types because they don't fly they ride winds)?

Gligar and Gliscor isn't wind type. if it was, they'd say so on the main site.

Indeed, we still have them as Ground/Flying. Also, there are much more than 6 Flying-type pokémon who's other type is not Bug. If you meant pokémon that are of the Flying-type but not Bug and cannot learn Fly, there's actually 9 of those.

As for why no Bug/Flying types can learn that move, I can only guess it's a rule of sorts, as in my opinion they could have easily made Fly available to Yanmega, the largest bug pokémon who also happens to be part Flying. If a Pidgey can, why can't the much larger dragonfly? Speaking of dragons, there is one insect pokémon that can actually learn the move: Vibrava. Of course, it doesn't really count in this discussion as it isn't Bug nor Flying.

Well there is nine if PF made three more that can't, because the Hoppip line is now Grass/Wind and they were three of thsoe nine. The six Nintendo Pokemon who can't learn Fly are Gyarados, Gligar, Gliscor, Drifloon, Mantyke, and Mantine.
