An eight gym leader that only has pokemon that go up to level 40? Shouldn't that be 7 or 6? Seriously these are the level ranges for the pokemon 8th gym leaders of each region use:

Giovanni
45-55 RB
50-55 Y

Clair
38-41

Wallace
40-43

Volkner
46-49 DP
46-50 Pt

As such, you can see your leader is rather... underleveled. Even Clair went a level above that...

(For comparison, 7th gym leaders)

42-47 RB
48-54 Y

Pryce
28-31 GSC
30-34 HGSS

Liza and Tate
41-42

Candice
38-42 DP
40-44 Pt

So yeah, it'd be better as a sixth or seventh leader.

I agree, and I think she should be 7th mostly seeing how few 7th Gym Leaders we have
