I have no idea, but I am trying to give as many legendaries signature abilities as possible. The remaining legendaries are:
Articuno, Zapdos, Moltres, Mewtwo, Mew, Ho-oh, Lugia, Celebi, Latias, Latios, Deoxys, Jirachi, Heatran, Phione, Manaphy, and Shaymin
I think I'll start with Deoxys:

Health Boost
Effect: Healing moves recover 150% of the HP the normally.

Description: This Pokemon's DNA structure boosts HP recovery by 1.5.
Exclusive to: Deoxys (Normal)

AttackBoost
Effect: If the Attack or Special Attack stat is raised, it is raised by two levels instead of one.
Flavor Text: Doubles boost of attack power.
Description: This Pokemon's DNA structure doubles Attack and Special Attack boosts.
Exclusive to: Deoxys (Attack)

DefnceBoost
Effect: If the Defence or Special Defence stat is raised, it is raised by two levels instead of one.
Flavor Text: Doubles boost of defence power.
Description: This Pokemon's DNA structure doubles Defence and Special Defence boosts.
Exclusive to: Deoxys (Defence)

AglityBoost
Effect: If the Speed stat is raised, it is raised by three levels instead of one.
Flavor Text: Triples boost of speed.
Description: This Pokemon's DNA structure triples Speed boosts.
Exclusive to: Deoxys (Speed)

Award for Extreme Patience
Always hotter than the competition. I got the award for Braving the Marquee of Doom!

Kyogre and Groudon weren't on the list in the first place. And I want to see if I can make a good Jirachi idea. Then we can see which one's better.

Eon Soul
Effect: Special Attakc and Special Defence are doubled if another Pokemno with Eon Soul is in battle.
Flavor Text: Doubles Sp. atk and Sp. Def if another Eon Soul is present.
Description: This Pokemon's soul can be spiritually connected to one like it to boost special stats.
Exclusive to: Latias, Latios

Arena Climb
Effect: Evasion is boosted by 1.5 if in a cave.
Flavor Text: Evasion is raised in caves.
Description: This Pokemon can dodge attacks easier in caves due to its ability to climb walls.
Exclusive to: Heatran

Award for Extreme Patience

Time Wish
Effect: Foes speed is reduced while the other Pokemon is doubled.
Flavor Text: Cut of speed for foe and rising of other.
Description: The slowing of time causes the foe to slow while they speed through it.
Exclusive to: Celebi

Okay, get ready to scream! Sov's here with some creepy graveyard-shift style abilities!

ReaperSight
Effect: Increases the accuracy of Super-Effective moves by 25%. OHKO moves are 10% more accurate.
Flavour: Lethal moves are lent more accuracy.
Description: These Pokemon are more in tune with the supernatural, and as such are more likely to hit with effective moves.
Exclusive: Duskull, Dusclops, Dusknoir

Sadistic
Effect: Physical Attacks and Dark-Type Attacks have 10 added to the base power. Also qualifies the Pokémon for the special effect of the attack 'AlgiaticMirage'.
Flavour. The user take glee in the opponents pain.
Desciption: These Pokemon are son intent on causing pain, they take pleasure in causing it.
Exclusive: Gastly, Haunter, Gengar, Froslass, Spiritomb, Misdreavus, Divdreavus, and Mismagius ((Oi! That was a whole lot of Pokémon, but I think the ability fits them all, and they all have only one ability, so it's an okay ability, right?))

Sov, check the abilities page before picking out pokemon. I said ones with single abilities can gain a new one.

I checked Serebii.net and made sure. Gastly/ Duskull's lines only have the ability Levitate, Froslass only has Snow Cloak, Spiritomb has Pressure, and the Misdreavus line only as Levitate. Why? Did someone/something say that some of those Pokémon are double-taken?

Personally, I think there are too many Pokemon on that list for it to be signature. And gracidea has a point, Sadism is a move.

Effect:Might make the foe trip and take damage if it goes first.Its attack will also fail
Flavour Text:The user has its vines scattered around the floor making the foe trip occasionally
Exclusive To:Tangela and Tangrowth

I edited it. Now, it's called 'Sadistic' and it is signature because the Pokemon who can have it all share the trait of being addicted to the pain of others. And besides, it's not like we're actually gonna suggest these anyway...
