As a relatively experienced hacker, hazzamon, the largest amount of Pokémon possible insertable into the 3rd Gen GBA games is about 20. There are nearly 500 Pokémon + multiple forms, which means that's out the window. And even if you tried to do it and put in as much Pokémon as possible, you wouldn't have enough space for anything else.

You could theoretically make a region by replacing the Sevii Islands, as was done with Pokémon Shiny Gold, a Gold remake, but then you wouldn't have the Sevii Islands (which were what was replaced to make the Johto) and you wouldn't be able to put in Hoenn.

Learning to hack doesn't take a few days or weeks, it takes months, and there's a lot that can't be done with tools. You can't make a new game without new scripts, and after six months of ROM hack scripting, I still can't remember the basic commands off the top of my head.

There's very little you can add to a ROM, because there's very little space not occupied with scripts, maps, sprites, coding etc. This would be totally impossible in a ROM hack.

2. From quite inexperienced people.
3. Eh, the Hoenn and Johto Pokémon are already in the ROM, so...

Also, you can't have Shadow Pokémon unless you're going to recruit Coolboyman to insert types which is about as likely as me getting an A in my Junior Cert Irish.
