You actually made a great guess, since we transformed Lumineon into Water/Light recently, but we just didn't announce it Finneon remains pure Water.

That "mystic light" is just a light that "hypnotises" other Pokemon. If you saw the Anime episode "Up Close and Personable", you would know exactly what I mean. Also, I do recall the Staff saying Lumineon would be Water/Light, but Finneon would stay just Water.
