Whether or not one exists should, in my opinion, not be one of the criteria on which we make our decision.
Besides, some of our (semi-)legendary planetary pokémon are Wind-types ^-^

Wow. That makes absolutely no sense.

I seriously hope people didn't just see the "Lux" in the names and tack Light on just because of that, because those Pokémon aren't light-related in any significant way. Yes, Shinx's Pokédex entries mention its fur shining to blind enemies, but one little Pokédex blurb doesn't justify adding a whole new type to the entire evolution line. It might justify letting them learn Flash by level-up instead of needing the HM (or TM now in D/P), but Nintendo didn't even give them that. Which really makes it sound like it's another one of those "WARNING: This is just a Pokédex entry! Views expressed here have little or nothing to do with the actual Pokémon species!" situations.

And about Rayquaza; Rayquaza's Flying type is definitely more necessary to what Rayquaza is than its Dragon type--the only reason people don't notice that is because everyone has this odd idea that Flying is always the secondary type (Nintendo needs to hurry up and make a pure-Flying type Pokémon so people will stop being so confused about that.) Plus, the three big legendaries of Hoenn represent Sea/Land/Sky... not Sea/Land/DRAGONS.

Of course, since the Wind type is completely redundant, being a Dragon/Wind type isn't really any different from being a Dragon/Flying type (not talking about weaknesses/resistances, of course. Just the fact that having both Flying and Wind types is about as silly as adding an Earth type even though we already have Ground, or adding a Crystal type even though we already have Rock, or adding a Wood type even though we already have Grass...)
I still can't believe that the idea for a Wind type somehow managed to slip through, despite the site's screening process usually being pretty tough on new ideas (especially with the "we aren't adding more new types, period" rule that had been in place during the G/S/C generation.) Did someone forget to set the spike-pit traps past the "Bad Ideas Head This Way" door or something?

With that rudeness, I don't mind bursting your bubble.

Last I checked, Wind types represent the wind, no doubt, which is part of the sky. The higher winds are where Rayquaza lives, and it doesn't fly with wings, it hovers. Flying types represent birds, which are creatures. They don't represent anything in the sky, just things that can go there. While Rayquaza should be immune to Ground moves without an ability replacement or addition, being a Wind type is logically a better idea. To the Staff, an idea could be to make Wind types immune to Ground, since wind doesn't really touch it much; if at all.

On the Shinx line, Shinx should be plain Light with access to Electric type moves, then the other two should be Electric/Light. in case you didn't know, Supernum, "lux" is a unit of illumination, and it is also called a "meter candle". Look at the page here.

Supernum: the change of the Shinx line to light isn't only about the dex entries, or the "lux" in their name (add "shine" to that). There's also the fact that Shinx is classified as the Flash pokémon and Luxray as the Gleam eyes pokémon. Luxio is also classified as the Spark pokémon which is a concept as much related to light as it is to electricity. So it does have something to do with the actual Pokémon species.

You have the right to disagree about the existence of the Wind-type and our reasons to introduce it, but you'll just have to accept the fact that it's here to stay. Also, a pure Flying-type not named Sky Plate Arceus will never happen, I could bet on that.

Flying pokemon are not only birds as a little clarification. Really any pokemon that can fly is classified as a flying type except Mew who simply can learn any attack. Rayquaza may not use wings but he flys and from what I remember Rayquaza doesn't have any wind-like attacks except twister which has been classified as a dragon-type of attack. I believe Rayquaza should remain the same.

I also don't think that the Shinx line should change based simply on name classification, pokemon name, or pokedex entry. They would gain no advantages from the type change, unless you add more light based attacks to there move list.

We here at the Pokemon Factory are not here to change the games, but to make new pokemon, so changing the official pokemon shouldn't be done unless it is necessary. Like the Hoppip line being changed to Grass/Wind instead of Grass/Flying because they don't fly they ride the wind.

I personally believe that flying types are pokemon that uses wings or other parts of its body to propel lift, while wind types can just levitate on its own without the need of wings. I say this to say that I believe Rayquaza should be dragon/wind because it does not use wings to fly above the ground. It levitates freely and the dazzling heights. It also represents air, which is the wind. And I agree with Antarctros on the fact that PURE flying types will never happen naturally without items, moves, or hacking.

Only Pokemon and methods of being a Pure Flying type without hacking:
Arceus with the Sky Plate
Protogon, Porygon, Porygon2, & Porygon-Z using Conversion with first move in moveset being a Flying type or Conversion 2 when last move hit with was Ground type
Kecleon when hit with a Flying type move using Color Change.

That sounds like what staff should say.
All the Shinx line's names have more than a little to do with light. In fact, their names give no hint that they ARE electric. Name, Dex Entry, and Classification is far more than enough to change a pokemon's type.
Flying type attacks are usually physical attacks, with beaks, wings, talons, etc. Wind, on the other hand, is mostly special attacks.

I have a suggestion for another type change. Lumineon. I think that having it be plain water doesn't look quite right. It should be either magic or light. Let me explain

Magic: In its pokedex entry and in anime, it attracts other pokemon by using a mystic light from its tail fins. It seems to me like its a magic spell
Light: The magic reason also applies here, but with something extra. Its name has illuminate as a part of its name (iLUMINate), which has much to do with light.

That "mystic light" is just a light that "hypnotises" other Pokemon. If you saw the Anime episode "Up Close and Personable", you would know exactly what I mean.
Also, I do recall the Staff saying Lumineon would be Water/Light, but Finneon would stay just Water.
