Two: So if anyone who can use Future Sight or can teleport can time travel, how come Celebi is the only known Pokemon who can time travel? Plus, Xatu and Abra most definetly cannot time travel; but Xatu can see the future, meaning it's kinda like time traveling, but not time traveling; and Abra can just disappear and reappear in a different place in a flash(not a literal flash).

By the way, Munchlax is an official example of a pokémon who evolves by happiness and has more level-up moves than its evolution.
