Then why do you have to battle it? Why does it have the boss music? Why does it require a special item to get something unique thats legendary-like?

I dunno, added effect? And there are other non-legendaries with other forms. Burmy, Cherrim, and others.

Also, I've never seen a wild legendary at level 15.

But apperently in Platnium Regiggigas is at Level 1. I dunno if it is true though but I got it off Bulbapedia.

I think it is but that's Platinum. Plus, both Bulbapedia & Serebii do not classify it as legendary. If you think they do, check these pages:

Unfortanetly, Serebii isn't allowed at school, so it will come... later.
