Not exactly. I was thinking of something other than orbs. The Arceus plates. Heres the story.

Long ago, the pf legends were able to seal Exodus. But they weren't alone. 20 heros, each with an Arceus plate, were able to help seal Exodus away.

Now that Exodus has escaped, he is making these original 20 into shadow pokemon, and using them to defend the plates from future heroes.

After each shadow is defeated, they thank you and they turn into spirits which go into the plate they are defending, and then the plates give you the strongest move each spirit knew. Here are my ideas so far.

Draco Plate:given move-draco meteor,original hero-salamence
Dread Plate:given move-night slash,original hero-absol
Earth Plate:given move-earthquake,original hero-dugtrio
Fist Plate:given move-aura storm,original hero-lucario

Luster Plate:given move-uv ray,original hero-corolibre
Meadow Plate:given move-leaf storm,original hero-sceptile
Mind Plate:given move-psycho boost,original hero-alakazam
Sky Plate:given move-sky attack,original hero-togekiss
Splash Plate:given move-water spout,original hero-wailord
Spooky Plate:given move-shadow force,original hero-dosknoir
Stone Plate:given move-head smash,original hero-rampardos

I was trying to make moves that pokemon actually learn, and barely any can use it by leveling up. Also, I am trying to make powerful moves that are unigue from each other.

Alakazam can't learn psycho boost normally.
Earthquake,Night Slash and Blizzard are pretty common moves.

And I purposely skipped spooky plate, because I didn't know the move to use. But now I do.

Also, I can't figure out moves and heros for the gale, luster and illusion plates from pf.

That's rare, it's more likely to get 4, which is 60 I think.
