Actually, I would make Dialga Steel/Time, as his signature move would be changed to Time. Also, these Pokemon could be changed to Time:
Claydol (Ground/Time): It's an ancient Pokemon, yet not a fossil
Relicanth (Water/Time): See above
Bronzong (Steel/Time): It's a bell, and bells often represent Time
Banette (Ghost/Time): Because it's my favorite Pokemon xD. (I know, this is not an acceptable reason)

And I think Sneasel/Weavile could be changed to Dark/Crystal, as they physically have nothing to do with Ice (they don't seem to be adapted to cold climates; and even in the Anime, Ash and Co. find Sneasel and Weavile in a forest!)

No. Dialga is clearly a dragon, where as the Steel dosn't really fit, as water doesn't really fit Palkia. And the Sneasel family adapted to icy places, however the Anime breaks the game rules.

Gen	Game	Pokédex entry
IV	Diamond	They live in cold regions, forming groups of four or five that hunt prey with impressive coordination.
IV	Pearl	It sends signals to others by carving odd patterns in frost-covered trees and ice.

Weavile's pokedex data from Bulbapedia. They both clearly state that it lives in icy & cold places.

Award for Extreme Patience
Always hotter than the competition. I got the award for Braving the Marquee of Doom!

Your examples of time pokemon are just too much of a stretch.
