I was just wondering, has it ever been brought up to start suggesting one or two legendary pokemon? I'm not talkin' splices n' sh!t but completely made up.

Occasionally Pf staff will hold contests for legendary pokemon to add to the archives. The best suggestion is added, and the others are allowed to be re-submitted as regular pokemon (toned down in power, of course). Sometimes the contest is for a specific kind of pokemon; one contest was for a "cute protector," such as Mew or Celebi.

That's right, it's #PF150 Angelse if you want to see it.
The last legendary contest was held last year, which unfortunately means that there will be no new ones in the near future. The contest topic was lost because of the board hack that took place afterwards, but the info still remains and the winners are going to appear in the site soon. They're numbers FA195-200. (Excluding FA198 which was created by staff members)

Ususally I only shade finished versions of things, this was an unfinished version of a plant/alien creature.

Currently on the site:
- the three legendary steeds, #PF011 Thundash, #PF012 Flamash and #PF013 Aquash;
- the fourth steed, #PF014 Slepnir
- #PF150 Angelse
- #PF300 Steelacian

The FA archives will feature legendaries as well, of course, but they're #FA195-200, so not yet done.

The last two legendaries don't really seem like legendaries to me, but the steeds do.

Steelacian is awesome but the dex doesn't make it sound legendary cause it suggests there are more than one.

Well, I'm not too sure as far as the legendariness of Steelacian goes (I think it was, but your point regarding the dex is a good one), but Angelse definitely is legendary. It's kinda like a Mew/Celebi/Jirachi style of pokmon, and the winner of our first Legendary Contest.
