Are pokemon in the pf leuge able to learn hms and tms because if they are that would make it much better for me.

TMs are buyable in PokMarts around Bombur; the locations of the HMs are mentioned on the site.

No, but we're not about to post a cross reference of every PF pokémon (all 400+). Use your common sense if you use a TM, and we'll tell you if it's seriously wrong.

The stronger or useful moves are more expensive, Anthony.

In any case, it might be wise to compare a PF pokmon to one of Nintendo's that comes somewhat close type-wise or concept-wise to imagine which TMs it can use. And, as Bonzai said, we'll comment once it's seriously wrong.
Though, you know, the first TMs you're gonna find are in Bastion City... So it's not of immediate importance.
