With a graphics program such as Paint (though a lot of folks insist on better-quality graphics programs,) and some decent artistic talent. If you can't handle drawing with a mouse, you can draw with a pencil instead and then use a scanner to turn your drawing into a bitmap.

As pory has explained in previous posts, you have to upload it onto a server. If you have something you want to post, you should try asking Pory very nicely and he may help you out. Just remember, he is not a library and this is not his job. That is all I have.
If you are really interested in how I make dexes, I could give you a list of detailed steps.

I use adobe photoshop and i use the pencil tool for my dex's pictures-is that what you are reffering to? or are you saying i can draw the picure by hand,scan it, and turn it into pixels?

Yes, if you have a scanner you can turn a hand-made drawing on paper into a pic on the computer. However, it usually needs some fine-tuning after that to look right as a Pokmon image. That's part of the talent of our artists, though they also make computer art from scratch.

Can you please give me specific steps to follow (for scanning the picture, and turning it into a sprite)?

because when i save the pictures as a BMP, it doesn't do anything....

If you have already got the picture on your computer, make sure it is either .jpg or .gif. These are the two most commonly used formats.
Then, as I can tell you do not a have a server, you an either ask Poryhedron nicely to upload it to his, or you can find a free one like Geocities or something. A Server is like your space on the internet - you can upload files there, and then put in your signature something like [ image ]www.myfictitiousserver.co...gif[/image ]. then your picture will be in thatr space, on EZboard at least.

Or, you can just make sprites the other way, my way.
Take some original pokemon sprites, like mewtwo or caterpie,then just add stuff on, or combine other Pokemon to it. Flimdgy or radiodile
