Um, that's not what it is at all. I'm a little rusty with hiragana and katakana (I took two semesters of the language), but after checking up on it, i can tell you the the red characters are (with dashes between them for clarity) 1-fu-n-ho-do ka-ka-ri-ma-s[ u ]. (When "su" is at the end of a word, sometimes the 'u' is silent, so I put it in brackets.) Now, as far as I know, that may be gibberish, since the character "n" is only used at the end of words, and in the first red word it's used in the middle. Also, there seems to be the number 1 in front of the first, and the absense of a space between it and the first character makes it look like it's supposed to be part of the word. Though that could be a typo. In any case, even if it did make sense, I have no idea what "1 funhodo kakarimas[ u ]" means.

I took a stab at writing the whole thing out phonetically, and this is what I came up with.

ripoutono kakikomini shiipaishimashita baakuaapukaatoiijino hansawoshimasu shibarakuomachikudasai "1funhodo kakarimasu"

The parts that are in italics are written in katakana, and the rest is in hiragana. katakana is most often used for words taken from other languages, though the pronunciation is changed to fit the japanese language and writing system. For example, "bagel" is pronounced 'beguru'. Based on this knowledge, I'd hazard a guess that ripouto means "report."

Also, "no" is sometimes used to join two words in a phrase. For example, (to use the example my japanese teacher always used) the phrase "banana boat" would be 'banana no boto.' When written, the "no" is added onto the end of the first word, so teh phrase would be writen 'bananano boto.' In the picture, after each of the words in katakana there is a "no," which suggests they are part of a phrase.

Aside from that I can't really tell much. I'm hardly fluent in the language; it took me long enough to just write out the pronunciation, and I had to check constantly to make sure I was getting the characters right.
